WHAT WE DO:

Direct appropriations are placed in the state budget by the governor or Legislature.  CTED Capital Programs has no role in the selection of grant recipients.  These types of grants may be used by designated local governments, tribes, and nonprofit organizations throughout the state to acquire or construct a variety of capital projects.  Each project funded under these programs stimulates our state and local economies by providing construction-related employment and associated revenues.

CTED Capital Programs administers direct appropriations according to the policies and procedures established by the Legislature, the state Office of Financial Management, the Treasurer, and the Office of the Attorney General.  We must also comply with federal arbitrage regulations.

These are reimbursement-style grants. Operating costs are ineligible unless otherwise stated in legislative documents.  Prior to receiving funds, grant awardees must fulfill a number of requirements.  These include control of the project site (through a long-term lease or ownership) and a documented financial ability to complete the project.  Awardees may also be required to pay state prevailing wages for all construction labor and comply with the high-performance building law.
